Does anyone remember where to buy the monk skill Healing Breeze?

You can buy it in Ascalon City (Post-Searing). Or if you are a Monk Primary, you can get it in Pre-Searing Ascalon.

I believe you can get it off a monk near old ascalon from quest as well?
